一名驻北京的分析师表示：“中国独立炼油厂明年的总原油进口配额为2.02亿吨，这个数量看起来已绰绰有余，这是因为除了恒力石化、浙江石化和山东的几家小型独立炼油厂外，这个行业不太可能看到终端用户的需求大幅增长。”
