中国石化新闻网讯 据今日石油网2023年1月15日报道，圭亚那自然资源部长维克拉姆·巴拉特周五证实，圭亚那和印度正在探索一项关于原油购买的长期协议，圭亚那准备投产帕拉亚原油项目。
印度石油和天然气部长办公室的一份声明表示，他们与圭亚那达成了一项“在整个石油和天然气领域进行政府间合作”的协议。这项协议预计将包括增加长期承购，参与圭亚那的勘探和生产活动，中游和下游部门的技术合作以及能力建设。
声明称：“双方还注意到双边能源伙伴关系的最新发展，其中包括印度石油和天然气部长与圭亚那自然资源部长2022年10月31日在阿布扎比举行的ADIPEC-2022会议期间的会晤，以及印度能源部门在2022年8月访问圭亚那。”
两位领导人还同意成立两个技术小组来推进这些讨论。今日石油网了解到，未来合作的轮廓将在圭亚那副总统于2023年2月访问印度期间最终确定。
两国领导人还见证了圭亚那电力和天然气公司(圭亚那政府的全资公司)和印度工程师有限公司(EIL)为圭亚那综合天然气厂和300兆瓦CCGT发电厂项目提供咨询服务的合同的签署。
圭亚那总统在印度期间还鼓励印度公司参与圭亚那即将举行的区块拍卖，其中包括3个深水区块和11个浅水区块。

Guyana and India discuss long-term sale agreement for Payara crude
Natural Resources Minister, Vickram Bharrat, /confirm/ied>A statement from the office of India’s Minister of Petroleum and Natural Gas, Hardeep Singh Puri said there was an agreement with President Dr. Mohamed Irfaan Ali for “government-to-government cooperation across the entire spectrum of oil & gas sector”. This is expected to include increased long-term offtake, participation in exploration and production activities in Guyana, technical cooperation in the midstream and downstream sector and capacity building.
“The two sides also took note of the recent developments in bilateral energy partnership which included the meeting of Shri Hardeep Puri with Mr. Vickram Bharrat, Minister for Natural Resources, Guyana>The two leaders also agreed to set up two technical teams to advance these discussions. OilNOW understands that the contours of future cooperation would be finalized during the visit of Vice President, Dr. Bharrat Jagdeo to India in February 2023.
The leaders also witnessed the signing of a contract between Guyana Power and Gas Inc. (a wholly owned company of the Govt. of Guyana) and Engineers India Limited (EIL) for Consultancy Services for the Integrated NGL Plant and 300 MW CCGT Power Plant project in Guyana.
Ali during his time in India has also encouraged firms to participate in Guyana’s upcoming auction which features three deepwater blocks and 11 shallow-water.
