中国石化新闻网讯 据管道&天然气杂志网11月16日报道，美国新堡垒能源公司(New Fortress Energy)一名高管周三表示，该公司预计下周将与墨西哥政府签署一项协议，以开发与墨西哥拉卡奇(Lakach)海上气田相关的液化天然气(LNG)项目。
10月，墨西哥石油监管机构在新任命的负责人主持的首次公开会议上批准了国有公司墨西哥国家石油公司(Petroleos Mexicanos)投资17.9亿美元开发一度被废弃的拉卡奇深水天然气项目。
该墨西哥湾气田拥有高达9370亿立方英尺的天然气储量，但高昂的成本阻碍了开发。
墨西哥目前正试图通过服务合同（该国在2013-2014年开放能源部门之前使用的一种方式）吸引一个合作伙伴分享投资，主要目的是建设液化天然气基础设施，并能够出口天然气。
新堡垒能源公司首席财务官克里斯托弗·金塔（Christopher Guinta）在圣安东尼奥举行的一次天然气会议上表示，拉卡奇液化天然气设施预计将于2024年4月完工，并于当年年中投入使用。
拉卡奇LNG将是新堡垒能源在墨西哥的第三家液化工厂，之前的两个浮式液化天然气设施将于明年安装在墨西哥湾沿岸的Altamira港口附近。

Mexico is now trying to bring a partner to share investment likely through a service contract - a formula used before the country opened its energy sector in 2013-14 - mainly to build LNG infrastructure and be able to export the gas.
The Lakach LNG facility is expected to complete construction in April 2024 and be put in place by the middle of that year, said New Fortress' Chief Financial Officer Christopher Guinta, during a gas conference in San Antonio.
Lakach LNG will be New Fortress' third liquefaction plant in Mexico, following two floating LNG facilities to be installed near the Gulf Coast port of Altamira next year.
New Fortress last month said it had completed agreements with Mexico's state power utility Comision Federal de Electricidad (CFE) ，ramp up domestic output and eventually export LNG.
The agreements included expanding New Fortress' gas supply to CFE's power plants, selling New Fortress' La Paz power plant to CFE and creating the new floating LNG hub off the coast of Altamira.
CFE has in recent years renegotiated several gas transportation and power contracts after foreign companies introduced arbitration cases and claims against the state company for not fulfilling contractual terms.
