据世界石油网2019年7月2日莫斯科报道，俄罗斯国际文传电讯社(Interfax)2日援引俄罗斯第2大天然气公司诺瓦泰克首席执行官米赫尔松的话报导称，诺瓦泰克准备向俄罗斯最大的天然气公司俄罗斯天然气工业股份公司（Gazprom）提供液化天然气（LNG），以便帮助俄罗斯天然气工业股份公司在今年冬季乌克兰发生天然气过境运输问题时履行其合同。
俄罗斯天然气工业股份公司是欧洲天然气的主要供应商，自2006年严冬以来，因天然气价格和运输问题，俄罗斯天然气工业股份公司先后两次暂停了经由乌克兰的天然气运输。
俄罗斯向欧盟(EU)出口的天然气中，逾三分之一的天然气必须途经乌克兰，为基辅提供了宝贵的收入。
