加拿大Woodfibre液化天然气项目将于2019年初启动

据路透社温哥华报道,温哥华以北的一个小型LNG项目将于2019年第一季度开始建设,这将为加拿大成为超级冷却燃料重要出口国的努力增添动力。

在印尼亿万富翁Sukanto Tanoto的金鹰集团(RGE Group)支持下,这个价值16亿加元(合12亿美元)的Woodfibre项目,将是加拿大继本月初大规模LNG项目获得批准后,第二个实施的LNG项目。

Woodfibre是一个规模相对较小的LNG项目,每年生产210万吨,但长期以来一直被誉为将加拿大天然气运往亚洲市场的领跑者,而亚洲市场对天然气的需求正在蓬勃发展。该项目于2016年获得批准,但随后由于公司处理了一系列问题而被推迟。

Woodfibre总裁Keane表示,该项目已接近完成,公司正在与工程承包商KBR公司合作,降低成本,并等待11月就液化天然气装置所用的装配式钢构件进口关税作出决定。

一旦作出建造决定,该项目将在大约五年内完成,确保在2024年之前首次装运过冷燃料。

Keane表示,Woodfibre已经出售了其第一阶段产出的100%,并为该建设项目提供了资金。项目还确保了天然气供应,并正在与加拿大天然气和电力公司FortisBC合作铺设一条47公里(29英里)长的管道。

Small Canadian LNG project set to go ahead in early 2019

A small liquefied natural gas project north of Vancouver is poised to move to construction in the first quarter of 2019, adding momentum to Canada’s efforts to become a significant exporter of the supercooled fuel.

The C$1.6 billion ($1.2 billion) Woodfibre LNG project, backed by Indonesian billionaire Sukanto Tanoto’s RGE Group, would be Canada’s second LNG project to go ahead, following the approval of the massive LNG Canada project earlier this month.

Woodfibre LNG is a relatively small project at 2.1 million tonnes per annum (mtpa), but was long touted as the front runner to get Canadian natural gas to Asian markets, where demand for the fuel is booming. It was given the go-ahead in 2016, but then delayed as the company worked through a number of issues.

Keane said the project is nearly there - the company is just working with engineering contractor KBR Inc once a construction decision is made, the project will be completed in roughly five years, ensuring first shipments of the supercooled fuel by 2024.

Woodfibre has sold 100 percent of its first phase output and financing for the build is in place, said Keane. The project has also secured its gas supply and is working with utility FortisBC
