Oil refiners and shippers are facing one of the biggest regulatory upheavals to date, with the International Maritime Organization's 2020 mandate that bunker fuel contain a maximum of 0.5% sulfur, compared with the current standard of 3.5%. As a result, refineries will need to react to decreasing high-sulfur fuel oils in the market--in favor of lower-sulfur distillates like diesel--bunker companies will need to change fuel blending strategies and the shipping industry will need to react to increased fuel costs, said a senior trader during the annual Argus global crude summit in Geneva Wednesday. Shippers will have a choice to become compliant with the new rules by either purchasing fuel products with 0.5% sulfur levels, installing scrubbers or using an alternative fuel source like liquefied natural gas, the trader said. Meanwhile, IMO 2020 will be "one of the biggest changes to the refining industry in decades, influencing almost all elements of fuel yield," or roughly 3.5 million- to 4 million barrels a day of demand.
