CNH专员赫克托•莫雷拉周四晚间在这份技术文件发布会上说，新创建的公司将接收墨西哥国家石油公司（Pemex）目前控制的所有非伴生天然气地区。
他补充说，新公司还将接收国内所有天然气集输基础设施以及天然气处理设施。
莫雷拉说：“石油行业和天然气行业非常不同。如果Pemex被告知其必须专注于盈利能力，那么Pemex应把其财力投资利润更高的石油项目，而不是投资天然气领域。”

Mexico considering new entity to develop country's gas reserves
To recover Mexico's natural gas production, the country's National Hydrocarbon Commission (CNH) has recommended creating a state-owned upstream company dedicated exclusively to gas, the regulator said in a technical document The new company would receive all the non-associated gas areas currently under control of Mexico state oil company Pemex, CNH Commissioner Hector Moreira said Thursday evening at a release event for the technical document.
The company would also receive all the gas gathering infrastructure as well gas processing facilities in the country, he added.
"The oil and gas businesses are very different. If Pemex is told it has to focus on profitability, it is going to invest its resources on higher-profit oil projects rather than gas areas," Moreira said.
